Residence permit and registering as a resident

If you want to move to Finland from outside the EU member states, you will usually need a residence permit. Matters related to residence permits are handled abroad by Finnish embassies and in Finland by the Finnish Immigration Service. The process for applying for a residence permit for an employee must be initiated at a Finnish embassy in your home country. You can start working in Finland only after you have received a decision and a residence permit card.

If you are a citizen of an EU member state, you are not required to have a residence permit in Finland. You can stay and work freely in Finland for up to three months. You must have a valid identity card or passport. You can receive a personal identity code from a Tax office or a Local Register Office. If your stay lasts for more than three months, you have to register your right of residence with the Finnish Immigration Service. The form to be used is called the Registration of right to reside of European Union citizen (EU_REK). It is recommended you make an appointment in advance to visit a service point of the Finnish Immigration Service.

When you move to a municipality or city, you must be registered as a resident of that municipality or city. If you move to Pyhäjoki, Raahe, Siikajoki, Kalajoki or Merijärvi, your Local Register Office is the Local Register Office of Northern Finland, which has units in the surrounding area in Raahe, Ylivieska and Oulu.

When you go to the Local Register Office, please take the following documents with you:

  • proof of identity (a valid travel document)
  • a residence permit card (if you need a residence permit in Finland)
  • a certificate of registration of a residence permit (if you are an EU citizen)
  • an employment contract

If your family comes along to live with you in Finland and you wish to have your family members registered as well, please take the following documents with you:

  • a marriage certificate (if you are married)
  • your children's birth certificates (if you have children under the age of 18)

Residence permit extension

You must apply for a residence permit extension before the expiry of your previous residence permit. You can submit an application for a residence permit extension in Finland at the Finnish Immigration Service. It is recommended to make an appointment in advance to visit a service point of the Finnish Immigration Service. You can also apply online by using the Enter Finland service. Once you have submitted an application, you must visit a service point of the Finnish Immigration Service to prove your identity. You must visit a service point within three months after submitting an application.
